Common enough problem a whole measurement technique had to be made just to avoid this one manufacturing/QA issue.

One is pushed up against. The other is pulled tight. The clip is not secure to the tape.

Count the number of lines before 1 on the tape. Moving the clip would not change the number of lines, as you can see demonstrated in the video.
